What are the UAE e-invoicing deadlines?
The mandate is set out in Ministerial Decisions No. 243 and 244 of 2025. In May 2026 the Ministry of Finance extended the first appointment deadline from 31 July to 30 October 2026; the go-live dates did not move.

What counts as an e-invoice in the UAE?
An e-invoice is structured data, not a document. The UAE uses a decentralised five-corner model built on the Peppol network: your ASP validates the invoice, sends it to your customer's ASP, and reports the tax data to the Federal Tax Authority.
- Format: XML in the PINT AE specification.
- Not accepted: PDFs, Word documents, scanned images and emailed invoices.
- In scope: business-to-business and business-to-government transactions.
- Out of scope for now: business-to-consumer transactions, plus specific exclusions listed by the Ministry.
What is an Accredited Service Provider, and is Zoho one?
An ASP is a provider approved by the Ministry of Finance to validate, exchange and report e-invoices on your behalf. You cannot comply without one.
Zoho is on the Ministry's published ASP list as Zoho Software Trading LLC, and describes itself as "an accredited eInvoicing Service Provider (ASP) recognized by the UAE Ministry of Finance". In practice that means e-invoicing runs inside Zoho Books: you create the invoice as usual and Zoho handles validation and exchange.

Prices are per organisation, exclude tax, and are as listed by Zoho on 5 October 2026. Zoho states that the first 100 e-invoices are free on Professional and above, with further packs sold separately. You buy the subscription directly from Zoho; we do the implementation.
How do you get e-invoicing ready on Zoho Books?
- Confirm your band and date. Check last year's revenue against the AED 50 million line and note your two dates.
- Get onto the right Zoho Books edition. You need the UAE edition, in AED, with VAT and corporate tax settings switched on. If you are on spreadsheets, Tally or QuickBooks, this is where migration happens.
- Clean the master data. Every customer and supplier needs a correct legal name, address and tax registration number. Every item needs the right tax treatment. Most rejected e-invoices trace back to this step.
- Appoint Zoho as your ASP and enable e-invoicing. Complete the onboarding inside Zoho Books and connect to the network.
- Test with real documents. Invoices, credit notes, advance receipts, reverse-charge and zero-rated supplies, free-zone transactions and multi-currency sales.
- Train the team and write the exception routine. Who fixes a rejected invoice, how quickly, and how it is re-issued.
How long does it take, and what does it cost?
For a business already on Zoho Books UAE edition with reasonably clean data, plan for two to four weeks. A migration from another accounting system adds two to four weeks, plus a parallel run. We quote a fixed price in AED or USD after a 30-minute call, once we have seen your invoice volume, entities and integrations.

Frequently asked questions
When does e-invoicing become mandatory in the UAE?
It is phased by revenue. Businesses with annual revenue of AED 50 million or more must appoint an Accredited Service Provider by 30 October 2026 and issue e-invoices from 1 January 2027. Businesses below AED 50 million must appoint one by 31 March 2027 and go live from 1 July 2027. Government entities must appoint one by 31 March 2027 and go live from 1 October 2027.
Is a PDF invoice an e-invoice in the UAE?
No. Under the UAE model an e-invoice is structured data in the PINT AE XML format, exchanged between Accredited Service Providers over the Peppol network. PDFs, Word files, scanned images and emailed invoices do not count.
Is Zoho Books an Accredited Service Provider in the UAE?
Yes. Zoho states that it is an accredited e-invoicing service provider recognised by the UAE Ministry of Finance, and Zoho Software Trading LLC appears on the Ministry's published list of Accredited Service Providers. That means Zoho Books users can issue and receive e-invoices without adding a separate provider.
Does e-invoicing apply to B2C sales?
The current scope covers business-to-business and business-to-government transactions. Business-to-consumer transactions are excluded for now. Check the Ministry of Finance guidance for the full list of exclusions.
We already use Zoho Books. What do we still need to do?
Confirm you are on the UAE edition, clean up customer and supplier tax registration numbers and addresses, map your items and tax treatments, enable and test e-invoicing, and train the team on rejected-invoice handling. For most small businesses that is two to four weeks of work.
Can an Indian Zoho partner implement this for a UAE company?
Yes. The work is configuration, data clean-up, migration and training, all done remotely on your UAE Zoho Books organisation. India is 1 hour 30 minutes ahead of the UAE, so our working day overlaps yours almost completely. Your Zoho subscription stays in your name, billed by Zoho in AED.
